After a long call, the outside world welcomed the made in China 2025 issued by the State Council, which is the first ten-year action program for China to implement the manufacturing power strategy. The document defines nine strategic tasks and priorities, including ten key areas such as high-end CNC machine tools and robots, and ushers in a once-in-a-lifetime development opportunity.
Made in China 2025 puts forward the "three-step" strategy and depicts a road map for transformation and upgrading for made in China: the first step is to become a manufacturing power by 2025; Second, by 2035, China's manufacturing industry as a whole will reach the middle level of the camp of world manufacturing powers; The third step is to consolidate China's position as a major manufacturing country and enter the forefront of the world's manufacturing powers in terms of comprehensive strength.
The background of the strategy is the current delicate situation of made in China: there are pacesetters in the front and pursuers in the back. On the one hand, some western developed countries are implementing the upgrading scheme of "industry 4.0". Their industrial foundation is originally strong, and China's catch-up will undoubtedly be more difficult; On the other hand, emerging economies such as Southeast Asia give full play to their advantages of cheap labor and low business costs, attracting the transfer of some Chinese traditional manufacturing capacity.
In a sense, China has to "meet the enemy on both sides" in the field of international competition, compete with developed countries on the same stage in the high-end manufacturing industry, and compete with developing countries in the medium and low-end manufacturing industry. For this reason, made in China 2025 came into being. It needs to solve two problems at the same time, so as to make our high-end industries have more comprehensive advantages and make the middle and low-end industries get rid of cost competition.
Of course, in addition to competition, both developed and developing countries can benefit from promoting international production capacity cooperation in some fields. *** At this time, Premier Li Keqiang, who is visiting Latin America, is also trying to expand the space for international cooperation in railways, communications and transmission lines.
As stated in the strategic plan, China should "form a new driving force for economic growth and shape a new advantage in international competition. The focus is on manufacturing, the difficulty is in manufacturing, and the way out is also in manufacturing". The key to strengthening "everything is ready" made in China is to implement it one by one. On the one hand, we need the government to actively act, strengthen strategic research and planning guidance, and improve relevant support policies; On the other hand, it also requires enterprises to meet difficulties and vigorously innovate.
Made in China 2025 clearly defines the basic principle of "market leading and government guiding". Made in China can only realize transformation and upgrading through the cooperation between the government and the market. If the government strongly promotes and enterprises and social capital are indifferent, the result will certainly fall behind the vision. Before the release of the plan, the stock market was lively for a while. Relevant listed companies such as 3D printing, robotics, aerospace and military industry had good performance, and capital enthusiastically pursued innovation in the field of information technology. This shows that the market welcomes the "rebirth" made in China.
Of course, the pursuit of the capital market is still superficial, and these funds need to flow to the real economy to play a greater role. In addition, we also need to be alert to the rush of projects. We should seize the important opportunities in the ten key areas, but the industrial layout should be reasonable and respect the market law. We have learned a lesson in this regard. For example, the photovoltaic industry has blossomed everywhere, and some local governments are keen to promote it, but the technology and products of the enterprise lack excellence, and the effect is OK in the early stage of development, but the industry turns cold, and the survival situation of the enterprise is worrying. Individual prominent star photovoltaic enterprises also ended up in bankruptcy and rectification, which is regrettable.
Made in China 2025 clearly requires that "comprehensively deepen reform, give full play to the decisive role of the market in resource allocation, strengthen the dominant position of enterprises and stimulate their vitality and creativity." Here, what the government needs to do is to deepen reform and change its functions, especially to create a market environment of fair competition, let domestic and foreign enterprises rush ahead, and let the market achieve the optimal allocation of various resources.
In this sense, made in China 2025 is not only a good opportunity for the transformation and upgrading of China's manufacturing industry, but also a good opportunity for the government to deepen the reform of mechanism and system. Only when the two complement each other can China's economy have a better future.
